Zero Emission Vehicle SAE J1979-3 Diagnostic Standard

The SAE J1979-3 standard introduces on-board diagnostics (OBD) also for electric vehicles / Zero Emission Vehicles (ZEVs) and Plug-in Hybrid Electric Vehicles (PHEVs). The SAE J1979 family of standards describe in detail how OBD data can be easily read from vehicles using an external diagnostic device ("scan tool"). All emission-relevant ECUs must have corresponding diagnostic functions (whether the emissions are caused directly by a combustion engine in the vehicle, or by electrical power generation that is needed to charge a traction battery in the vehicle).

The new third part of the SAE J1979 (OBD) standard, SAE J1979-3 is a subset of the UDS-based OBD diagnostics introduced under SAE J1979-2 OBDonUDS.

The standard is mandatory for vehicles sold in the U.S. market according to a phase-in period. Starting in model year (MY) 2026, 40% of ZEVs and PHEVs must support ZEVonUDS, and starting in 2027, 100% of vehicles sold in the U.S. market. Additionally the California Air Resources Board (CARB) have developed CCR 1962.5 which defines an alternative phase-in: the introduction of ZEVonUDS over the three model years 2025, 2026, 2027 may differ from the required 40% of model year 2026 and 100% of model year 2027. However, all ZEVs must support ZEVonUDS from model year 2028 at the latest.
